OB Bug

This existed before v119, but I just confirmed how it works. If the AI has Writing but you don't, OB's are negotiable. If you have Writing but the AI doesn't, they're not.

This is a vanilla bug in the game core we don't have access to. I'd recommend posting it on the vanilla bug reports forum.
