Observation Balloon can swim, can they?

Good morning,

yesterday I played a Civ6 game and my Observation Balloon swam through water instead of flying over it. I don't think that's intended.

I use version 1.0.0.26 (221715). My localization is German. I added a screenshot of a balloon in the water.

I think that observation balloons are tethered, not motorized like a zeppelin, so embarking like a land unit is logical.
