Is there a way I can mod a civilization to where it is always considered to be playing under the One City Challenge option? I was wanting to play a hot-seat game where my Civ was under the OCC rules.
Not without some rewriting in the SDK ... One City Challenge is a game option and is applied to all human players, you would have to rewrite all the checks (there's only about 15 of them) in the source code and recompile the DLL.
