OCC (One City Challenge) Unable to Build Multiple National Wonders

I looked at the patch notes (maybe I missed it) but there doesnt seem to be anything that changed the unlimited number of national buildings for a OCC games in Civ4 to a limited number in BTS.

I currently have in my game, in terms of national wonders:

Heroic Epic
National Epic
Moai Statues
Globe Theatre
Oxford University

And cannot build (though all prereqs are met):

Hermitage
Ironworks
Wall Street

Can someone confirm why this is so? Did BTS change the rules for OCC? I first noticed when I could not build Hermitage, then when I researched Steel, Ironworks was grayed out, but I have Iron so it isnt a resource problem. Also I have my 1 bank built, so Wall Street should be possible too. The only thing I can think of is either a bug, or a limit on national wonders for OCC rules now.

One other note, I am playing with another human player. Both of us have 5 national wonders and cannot build anymore. What am I missing?

BtS did indeed change the rules so that in OCC you can only build 5 National Wonders in your city (as opposed to 2 per city in non-OCC). So no bug here - only bad communication of their changes

This has totally destroyed my plans that I manifested over 1700 years.
