OCC Rules

Hey, I'm kind of new to some of these specific variant rules and I wanted to jump into the current GotM. I get the basic premise of the OCC, but I was wondering if there were defined rules somewhere, which someone could point me to.

For example, despite the OCC name, I was wondering if that meant you can only have one city or that you can only build one city. Does conquering other civilizations cities and keeping them against the rules? Or do you just have to destroy them?
