By that late in the game I just build every improvement I can, just for the hell of it, I usally have so much money, land, and power that a 3 gpt fee isn't even noticed.
I build them as I usually need all the production I can get hold of. Besides, I enjoy improving my cities and trying to get them well balanced - happy and productive. Quite a challenge! I'd like to see some way of improving sea squares in the same way that workers can improve land squares.
Only if I play Archipelago and need more production on coastal cities because you need to get Miniaturization which is very late tech. and not required to build the SS.
Since I usualy go for the spaceship in the late game, I don't go trough the Miniaturisation and robotics path and almot never bild Offshore plaform and/or factories.
I build offshore platforms when I have cities that have very low production and are by the coast. But, generally speaking, if there's not too many sea tiles in the city radius I won't build one.
Too late in the game and too expensive to make a difference - in those coastal cities with poor production pre-oil rig it takes forever to build - u can fight 3 wars before they are ready to produce units again!
I don't hardly ever build Offshore Platforms. I never really get that far, or by the time I retire cause I'm in the lead by 1000+ points and tired of playing this same game. Facotires OTOH I build almost as soon as I get em.
As most posts above yes to large area of water and low shields from land. I find because of the low shields for targat city I have to rush the Platforms!
