Okay, I need some direction\ideas on where to go from this point on in this map

What social policies should I get right now with Oracle and my points? I am planning on building library, spamming three immortals and some horses and exploring. Since Hiawatha is close and has cotton real close and another marble, I plan on taking them out quickly if I can. Any other ideas?

Oh well, I went ahead and played it the way I would and am way behind now. I just don't understand how to play this game I don't guess.
