It is kind of weak as Natural Wonders go. Probably to balance Earth maps. I would add some gold to it. If it were not for T. Roosevelt and the National Park system, it would be a huge tourist trap and the natural beauty would be gone.
It's on the weak side, but at least it has better terrain placements then many of the other natural wonders (Barringer Crater and Krakatoa, often better than Grand Mesa, etc.)

Grand Mesa never seems to be worth it. I want it to be, but it's placement almost never works for me.
Although in my last game, I did find it near a river and some furs. I just didn't need any more cities by that point. Sad that the nearby AIs never thought to settle the area, though.

I didn't know about the +3 happy... that's better. But when you found a city and you want Old Faithful, the problem is that you have no food... and you need food.

With the exception of Krakatoa (in my last 4 games it has been smack in the middle of the ocean with no land nearby capable of being settled) and GBR (sometimes the second tile is beyond reach of any city), I've never had any of the other Natural Wonders in a bad placement.
Old faithful gives no gold. Just 2 science. So 4 science is what you'd get as Spain. But would you get 6 happiness? I guess my point is that jungles give you 2 food, 2 gold and 2 science.... and a natural wonder gives you... 2 science.
2sci working the tile, x2 for spain, +cumulative building/policy bonus, but the 3 happiness isn't from working the tile. You just get it if it's in your cultural border.
In Vanilla, I found the main advantage of Old Faithful early was the stability from the stability boost when a city site could bring both it and a unique luxury, causing a gain in happiness.
If founded fast enough and the city has decent growth, the tile can be worked for some science when you haven't built a University yet. Later on its just the happiness bonus unless your playing Spain as you'll probably stop working the tile as soon as the university is built.
There's at least one religious policy that makes natural wonders in general better when you have that policy, but I'm not sure if that was an all the time if the wonder is within your boundaries or required you to work the tile.
