I got Pyramids and Sphinx for the first time in a while last game.
The Valley of the Kings is now an autobuild free tech and golden age. I recall reading that this was to stop a player from grabbing the first two and then, thanks to exclusive Valley access, holding off on building it until she needed one of its immediate benefits. However, at least without Unlimited Wonders on, it IS possible to control this to a greater or lesser extent - specifically, if you've hit the Wonder cap in the city by building the Pyramids and Sphinx, as I did, you won't get the Valley until your city hits a new culture level and its Wonder cap raises.
In my case, my capital popped to a new level... in time for the Valley of the Kings to give me free Printing Press.
If this is not working as intended then it may be better to make the Valley NOT a Wonder, just an autobuild building that requires the Pyramids and the Sphinx.
