Omnipresent Lag: Please Help

Problem: The game lags pretty much from the first turn, and given my system specs, it shouldn't. I just upgraded from an NVidia Ti4600 to an NVidia 6600GT because I thought it would help. Oddly, the performance degraded with the improved card.

It used to be that when the game got laggy I could simply minimize and then maximize it and the problem would go away for a few turns. That doesn't seem to be the case any longer.

I'm updated to the most recent game patch. I've even tried rolling back my NVidia drivers to the October release. The problems have been the same regardless if I'm using the latest NVidia drivers or the October release.

Please advise.

Edit: I've noticed that in my task manager the game is using about 350M worth of memory but is constantly listed as 'Below Normal' priority. Even if I manually set it higher it auto returns to 'Below Normal' after a turn.

hmm i no someone who done something like this and he found out that his pc power supplie was not giving enought power for the gfx if i was you i would work out how much power you computer is giving out and how much the new card needs

My current power supply is an Antec 430W. I generally like to buy more than I think I could need. I guess I would be surprised at this point, if that were the issue.
 
i don't no what to suggest then try doing some research or update your motherboard bios or check to see if anything is faulty like power cables, ram or even your new card

anyways try this:

FPS tweaks for 152.

Set windows to run system ram first(use only if you have 1 gig or more of ram).

Strart/run/ type in: regedit
Find it under 'HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/SessionManager/MemoryManagement/
Change Disable paging executive from 0 to 1
Highlight right click on it and select modify to change the value.

Adjust the CIV ini file.
AllowScreenShots = 0
SyncInput = 1
D3D9Query = 1
LoggingEnabled = 1
; Disable caching of file system (may slow initialization)
DisableFileCaching = 1

; Disable caching of xml and file system (may slow initialization)
DisableCaching = 1

; Set to 1 to page units out when non-visible
DynamicUnitPaging = 0
; Set max frame rate clamp (0 means none)
SetMaxFrameRate = 30

; Set to 1 for dynamic animation paging
DynamicAnimPaging = 0

Set a fixed 2000/2000 page file to partition or disk separate from the OS if possible and run the game alone with no other programs running.

Start/run

Type in:

msconfig

Disable all on startup tab.

Under services tab check the box for hide all MS services,disable the rest, apply, and reboot.

Change it to 2000/2000 initial and maximum.

Control panel/system/advanced/performance/settings/advanced/virtual memory change button/
