For the quests section.......or perhaps generally in throughout the game, is it possible for Civilization leaders to "fall" for one another?
This would add a very interesting dimension to diplomacy. Certain units, or certain behaviors could lend themselves to being viewed by another civ as romantic. (I would think Heterosexual romance primiarily, but im open minded). IT'd be interesting if Keeyln started getting a crush on you despite your warring with her occasionally.
It could be a positive modifier to diplomacy, and each leader could be influenced differently to increase (or scorn) that modifier.
Maybe Keeyln likes a rough relationship. Where as our angelic friends are encouraged by gifts of troops for their cause, or treating people well. (Since civs can have different opinions on compassion, could they not also respond differently to a slew of things? Grouping them collectively as "Small crush" or "Scorned lover" etc.?
This may be WAY out there......but it'd add something unique to the game.

Leaders in Fantasy get crushes on each other all the time...maybe race should do something about it too? It'd be funny to see Dwarf and Elves fighting together because of mutual love ;P.
Edit: I see this as an addition and interesting consequential modifier. Normal inter-civ relations should take precident, but it'd be interesting that with certain modifieres other situations become more likely. Like if Keeyln has a crush on you, and your at war with someone shes Indifferent about, or doesnt like, she might gift a few units to you...to...win your affections. I see the romance aspect as more of a "gifts and actions based diplomacy, favors"...instead of direct economic and geopolitical influences
