Only have 2 choices for Leaders in Exploration Age

Hi All,
Not sure if this is a real issue but I purchased the Founders Edition of Civ 7 and I played it yesterday. I got through the first age and into the next one but my choice of leaders was only 2 and all the rest were locked. Is this part of the dynamics of the game? please bear in mind, I did not do very well in scoring in the Antiquity Age. Your help is appreciated.

Yes, the choice of civ in later ages might be limited. You always have one or two choices (based on who you chose as leader, and what initial civ you picked). Anything beyond that, you need to unlock them based on gameplay considerations (ie. having multiple naval trade routes can unlock the Majapahit, for example).

Thanks for buying the Founders Edition. I almost bought that, but my Christmas gift covered the cost of Deluxe, so that's what I got.

The choices are complex, as @UWHabs noted. You should have an Exploration option based on your choice of leader, and at least one option based on the civ that you played in the first age. Unlocking more options depends on what short-term goals you achieved in the first age.
