Open border bug?

I was allied with Russia. So we had an automatic open border. The problem was that I could not use great person to boost science victory. I decided to wait until the deal ended.

After it ended they could stayed in my territory even though we didn't have open border (I checked). I waited a few turns to finally decide to declare war. After I did (while attacking the crossbow on the spaceport), the game lagged and the attack never happened since the game finally kicked Russian from my border...

So, is it a bug?
 
I've had open borders issues too, but right at the start. I had French units wandering through my territory like they owned the place while still in the ancient era. They had 4 warriors and a slinger surrounding my capital, and I certainly hadn't made any open borders agreement.
 
If that happened prior to Early Empire which enables Open Borders, it is as designed. Any military unit can go anywhere on the map, except city centers it does not own, until Early Empire. This is ignoring embarkation (only after Sailing or Ship Building) or 1UPT rules which are always active.

After Early Empire, units may enter other Empire or City State territory via an Open Borders agreement with that Empire or being Suzerain of that City State or invoking Gunboat diplomacy on City States. Any other movement of a unit into another Empire or City State's territory would be an act of War.
 
Yeah one game I played I felt that there was something wrong with how the open border stayed around after teh alliance ended. the foreign troops stayed inside my border even after their home country denounced me and for the rest of the game (I had not traded them open border just had an allinance in the past)

As I Said, as soon as I tried to attack, there was a pretty long lag and then the game kicked Russian troops out of my borders. It was in the end game and the open border was ended for several turn.

Seems to be a real bug then. You may want to post a save prior to when the bug occurs, so other players can try to replicate the bug on their own machines. That will help verify that the issue is not caused by something unique to your PC.
 
I was on the opposite side of this bug today. I had units moving through America when our alliance expired. The units I had in his territory stayed in his territory and were essentially frozen until I renewed open borders. They couldn't move at all. I have a feeling the same thing is happening to AI, they just can't tell us.

They need to make it so units are expelled by closed borders just like a peace treaty.
