Open borders and the easy access to cities

I think that an "Open border" deal shouldn't include access to the involved civ's cities.

As it is now, I can make an open border deal with a civ., and if he's closer to an enemy of mine than I am, then I can change the base of my airplanes to one of the cities (belonging to the one I made the border deal with) closest to my enemy, as long as i see that city. By easy scouting/using recon. on fighters, I can keep on pushing forward with my airplanes, until I got a base just at the outskirts of my enemys city/s.

In my oppinion, the right of useing another civ's cities as "a base" should belong to one of the agreements one can trade through diplomacy!another intresting addition to the set of deals..

Anyway, why is it so easy to swith the base of my airplans?couldn't it be kept inside the max range of the airplane, otherwise one must use the carriers?

Love the game though, just want it to shine even more=)
 
If I understand you think its to easy, ie in world war II russia was at war with German, but not Japan ( yet anyway) and would not allow US to use its land as airbases for bombing missions? Allowing to base is almost like that nation declring war themselves.
 
I just don't think that "open borders" should include that everyone have the access to your cities and use them as a base for bombing. As it's now, you can just create an airplane and on 1 turn rebase it right next door to your enemy, as long as you have an open border deal with his neighbour. ( as long as you see that city of course, but that can be easily done by scouting or useing recon on airplanes first)

1. I think that airplanes shouldn't be allowed to rebase further than their max range, so you actually have to use carriers for instance.

2. The possibility of allowing someone to use your cities as a base, should be a diplomacy issue of itself, this can be a very profitable bargain ground.

yeah, great idea. I was thinking the same about the rebase option should be more diplomatic.
