Open Borders Bug? OB offered IN war, refused, units teleported out!

This is weird. I'm playing the True Starting Locations huge earth map (very popular mod), and I'm the Iroquois. I go after washington, enter his borders which declares war. After about 10 turns in there hammering away on the white house, Washington says "would you to have open borders?" What kind of question is that? I'm already on his doorstep. I "refuse" and suddenly *pop*, I'm on the outside of his borders. Is this a bug? What's going on here? Should I "accept" his border request? We're at war!

I'd love to help. How do I provide you with a saved game? I have one saved that just takes a few more moves and then he offers me the OB. I tried "accepting" the offer, and it still teleports me out and says that I made peace with him. Then I can't even get past one turn at war.

Please play until directly the event/ the round before it happens, save and attach the savegame here (there is a "manage attachments" option at the bottom of the advanced reply option, there you can upload savegames; Savegames should be in My Documents\My Games\Civ5\Savegames).
Then please give instructions what exactly to do to make it happen.

Here it is. The turn right before. A couple other leaders ask for open borders, and then Washington does, which makes no sense since I'm attacking his capital (Washington). Then it teleports me out and says that I've made peace, regardless of what I pick.
