Open hex: Unpassible

I have a open green looking hexes that says it is a mountain hex. How do i fix this?
The city is Oujda and the worker is south of the city. The two hexes east and SE of
the worker show a green field but the cursor says they are mountains.

Perhaps you have a corrupt terrain file?

In the past, the only mountain I ever had "deformed" was connected to The Rock of Gibraltar, especially when it was a small island.

I see the same effect in your save file. However, the display is correct in Strategic View. You might want to check with the author of the mod that's in use (Legal Buildings), although it seems unlikely that that's the cause of your problem.
