i like to expand quickly (i think it carries over from civ3). secure the borders, get the resources, etc.

is organization better for expanding quickly than expansionist? it seems like the main factor in expanding quickly is not health but the "crippling of the economy". or would it be better to just choose a financial civ to counteract this.

so what leader (or traits) are people choosing to initiate this strategy?

Financial is best to afford it, Cultural to secure your borders. Organized is useful to get courthouses and lighthouses in your cities quickly, thus making them worthwhile sooner.

Expansionist is actually more useful in small empires where you have few resources and can deal with happiness easier.

Curiously expansionist is of minimal relevance to expanding unless you have a lot of flood plain and jungle around causing poor health. Organized (marginally) speeds it up as you can lower your maintenance costs sooner with courthouses. Cultural will expand your borders faster, though won't help you increase your city number that much. Financial is probably your best bet as the extra cash counterbalances the high maintenance costs of rapid expansion.

All that said, the Civ 3 strategy of rapid expansion really doesn't seem to work very well with any set up.
