OT: Pirate Mods

Hi. Does anyone know of a simple mod that does something like:
adds A better pirate ship linked to more advanced pirate ship
has a better pirate ship
has any units involving the same concept (attack without declaring war) as pirate ships.

or could anyone explain how to make a simple mod like the ones described to me?
