Apart from new Civilizations, what other new features would you include in New Frontier?

We know in the July update there'll be a new District. My idea for that would be "Municipalities."
The district itself would only provide +1 Amenity and +1 adjacency bonus to all adjacent districts and must be built adjacent to the City Center.
However, within the Municipalities could be built any three out of a number of late-game districts, in any order, including:

Court House
  • +1 Amenity level
  • Removes the "Occupied" status from a captured city
  • Removes Grievances accrued for capturing the city
Fire Station
  • Automatically rebuilds one district, building or improvement per turn damaged by Sabotage or Natural Disasters
  • Automatically removes one tile of nuclear contamination per turn
Hospital
  • Prevents new Plague mechanic from spreading to this city
  • All new Units built in this city get +5 Health
  • Player and Ally units automatically Heal every turn in a friendly city with a hospital
Police Station
  • +1 Amenity level
  • Rebels that spawn from Unrest will suffer -10 Combat Strength in this city
  • Extremely high chance to capture or kill Spies performing the Recruit Partisans mission
Public Library
  • +3 Great writer points
  • +3 Great Works of Writing slots
  • All Great Works of Writing in the Public Library are treated as Themed
Public school
  • +1 of every Great Person point
  • Additionally matches the Great Person points of every adjacent District
  • New Builders in this city get an additional charge
 
For me, something that prevents the recruitment of partisans (it could be a police station), is one of the things I want most at the moment. But I think the police station would make more sense for the neighborhood district.
I'd like to see casinos and hotels as purely tourist buildings, and circus as an alternative to zoo. A recycling center that reduces pollution in the city would also be interesting.
 
I think most of those things you suggest could be applied to existing districts, mainly Aqueduct and Neighboorhoods, but they would be interesting to have, as they stand you can't build anything on aqueducts, and neighboorhoods are partisan spawning hives.
 
I'm optimistic that we'll get a health related district to go along with plagues/pandemics. I think that will be the later one.

I have no idea what new district would be in the Ethiopia pack. I wonder if it would relate to Secret Societies but the only thing I could think of is an Espionage district, but I'm not sure we need that.

A purely tourist district though with a hotel, casino, amusement park though would be nice. And yes put Police Stations in Neighborhoods to stop Partisans from spawning.

Opera House as an alternative tier 3 Theater Square building would be nice as well.
 
My hope for the new game modes is that we'll finally be able to mix and match any leader with any civilization. Maybe call the mode "Great Man Theory"

Another slightly similar mode I've wanted to see for some time would be one that fuses two or three civilizations together. The new civilization would have access to all of the Unique Abilities, Districts, Improvements, and Units. They'd be able to select any leader from among the civilizations that were fused. The idea would specifically be to have unbalance civilizations, creating a more random and chaotic mode than usual (and limited of course to single-player only). The mode would be called "Bold Fusion" and include combination like the following:

The Caliphate (Arabia & the Ottomans)
Great Britain (England & Scotland)
The Mediterranean (Greece, Macedonia, & Rome)
Mesoamerica (The Aztec, Inca, & Mayans)
Mesopotamia (Persia & Sumeria)
The New Kingdom (Egypt & Nubia)
The Orient (China, Japan, & Korea)
Scandinavia (the Norse & Sweden)
South America (Brazil & Gran Columbia)
The Steppe (the Mongols and Scythia)
Sub-Sahara (Ethiopia, Kongo, & the Zulu)
 
I've changed my mind on the tourism district.
A Bridge District would be nice to connect two pieces of land divided by water. As the devs described the Golden Gate Bridge Wonder it would be "a reverse Canal" .
 
I'd love to see a reworking of the victory conditions. I've given thought to some of the changes to Culture, but my most thought out revision would be to Science victory. It's essentially revolve around making the end less linear and the Campus more diverse in its uses.

Firstly, I'd give the Library to the Theatre Square as an alternate Tier 1 building, each of which would produce +2 Culture.
The Amphitheater would generate one Great Playwright point, and have a slot for one Great Work of Drama
The Library would now produce one Great Writer point, and have a slot for one Great Work of Writing

The new Tier 1 Campus building would be the School, which progresses from looking like a Greek academy to a one room schoolhouse to a large brick high school
The School would generate +2 science and +1 Great Scientist point

The University would be removed as Tier 2 Campus building, replaced by numerous choices, all of which provide +2 Science and +1 Great Scientist points, in addition to other effects
  • The A&M would provide +1 food for every Farm, Camp, or Plantation and +1 production for every Mine or Quarry in the city
  • The Business School would provide +2 Gold and +1 Great Merchant point (doubled if next to a Commercial Hub)
  • The Institute of Technology would offer an additional +2 Science and +1 Great Scientist point
  • The Liberal Arts University would provide +1 Culture and +1 Great Writer, +1 Artist, and +1 Musician points (doubled if next to a Theatre Square)
  • The Military Academy* would provide +2 production towards units and +1 Great General points (doubled if next to an Encampment); new units in the city start with a promotion
  • The Vo-Tech would provide +2 production and +1 Great Engineer point (doubled if next to an Industrial Zone); new builders and military engineers in this city get +1 charge

The Tier 3 buildings would each offer a different Project, all of which are necessary to complete for the new Science victory (in addition to a Moon Landing via the Spaceport)
All would provide a base of +3 Science (+5 when powered)
  • The Medical Laboratory has the "Human Genome Project"
  • The Particle Accelerator has the Project "Detect the Higgs Boson"
  • The Robotics Lab has the project "Develop Artificial Intelligence"
  • The Satellite Array has the project "Search for Extraterrestrial Intelligence"

All of these project potentially must be completed a number of times before they achieve their goals, so having multiple Campuses with the same Tier 3 building would allow the same project to be pursued multiple times simultaneously, increasing chances of success.
For example, the location of extraterrestrial radio signals will be set at the outset of the game. The S.E.T.I. project only scans a fraction of the sky each time the project is run. It may happen to be pointed at the right part of the sky the very first time, or it might take a dozen attempts.

Moreover, these projects can be run at an accelerated rate in order to obtain victory faster (potentially necessary when competing with other civilizations), but such acceleration risks catastrophic failure. These disasters include:
  • Medical Laboratory - Accidental Biological Weapon Release (a plague, operating similar to the Black Death scenario)
  • Particle Accelerator - Miniature Black Hole (grows one hex in radius per turn for three turns, destroying everything and leaving that section of the map impassable ever after)
  • Robotics Lab - Spawns barbarian Giant Death Robots and hijacks all nuclear missiles worldwide, launching them at as many cities as possible, a la Terminator: Judgement Day
  • Satellite Array - A hostile Flying Saucer appears and begins systematically destroying World Wonders and their surroundings in a one hex radius, a la Independence Day
I believe this would result in a much more dynamic endgame. It would force players to diversify their cities and offer major risks and rewards in racing to complete these projects

It's very ambitious indeed but to me personally I don't think all of it is necessary.

A School building would be nice but I think it would go fine in a Neighborhood and give extra science there.
Come to think about it a separate Academy building could be nice and could be unlocked by a Civic (Political Philosophy) and be exclusive with maybe the Library in the Campus. It could produce some culture for those that don't focus on Theater Squares.

I wouldn't move the library though I feel like one of the buildings in the Theater Square should produce science now. Maybe add a Paleontology museum or just add a Paleontologist unit that you can dig up dinosaurs and they will yield science when you slot them.

One 'out there' idea for a Culture victory game ending project is to make a Hall Of Fame for each Civ and you have to fill it with 3 to 6 full promoted Rock Bands. Add in Gladiators in Arenas and Teams in Stadiums with similar mechanics to Rock bands.

To do this you'd need to make more requirements for other victories as otherwise no one could do science. (It's already the hardest)
 
Speaking of Paleontological Museum, I think it would be a great addition to the game. It would function as an archaeological museum, and you could buy or produce paleontologists to explore the map to discover fossils and it would be an alternative for Research Lab and would not grant base science, but the same points of great scientists.

There would be 6 types of fossils: dinosaurs, birds, fish, mammals, reptiles and insects.

In theory, Research Lab would be more appropriate for scientific victory, since you gain more science instantly and more science when energized. While the Paleontological Museum would be more appropriate for cultural players, you gain less science, but receive tourism instead.
