"Our actions have alarmed the world at large..."

I suffered a natural disaster and was given the opportunity to ask for aid at the World Council.

After voting - all Civs voted to give aid - the game presented me this message:
Our actions have alarmed the world at large, and other civilizations have joined together to stop us. We know their objective and must defend ourselves if we wish to remains strong.
Is this a bug? Seems like a non sequitur.

I'm guessing one maybe gets the same message whenever one is the target of an Emergency, be it a friendly one of aid-giving, or hostile one following city-capturing warmongery.
 
It looks like the message you got a few years ago when you were getting close to victory and all the other civs gradually started hating you and making life difficult for you to hinder said victory. I thought though they did away with that in R&F, or GS?

It was pretty early in the game and I hadn't fought any wars. It seems like the sort of message one would get if one was the subject of an Emergency after capturing a city-state/warmongering, but I wouldn't know, having not been subject to one before.

The Natural Disaster Emergency aid has been incredibly lucrative. I lost three citizens in a flood, but have received many thousands of Gold from the other Civs in aid. It coincided with another World Council resolution making military units half Gold cost, so I've been able to build a big army.

I would tend to agree, although I don't know for sure.
 
The Send Aid piggy-rides off the Emergency System implemented before Gathering Storm and I think some left-over quirks remained between the releases.

Oh! That's the Advisor! I think it's just left behind. I'd say they forgot to update the Advisors messages. It defects the Aid Request as Emergency because it's built off the actual Emergency System (before they utilized it for Aids).
