Overlord 2.3 how do i get mercenaries

for the love of money i cant see how to get merceneries in this game , got the technology, and keep being attacked by computer players with loads of merceneries in their army, is there a button to access the mercenaries manager screen anywhere as dammed if i can find the button, im at a lost as this is a great mod but without the knowledge to make mercenaries is unplayable.please help
