Packing in more cities

I would like to suggest that we could pack in a few more cities on the western part of former India and former Netherlands territory. Several culture builds will complete soon, and those cities could take a quick break to pump out settlers, and there is room for at least 4 cities in the west. Starting to pack our cities tighter now will let the newly founded towns start on libraries, and raise unit support so we pay less gold in upkeep.
 
I did a dot map a while back. I'll dig it out. I think it shows about 30 new cities that can be placed in our territory at the end of the Dutch war.

There is no question however, we need a much higher city density, and the time for it is fast approaching.
 
first priority should be to settle open space out east. Atm our armies conquer the land faster than our colonists can claim it...

After that, we can pack more densely. It depends on where the palace goes of course.
 
Though we should not pack so much cities in one area that it would stunt their growth if we do wish to have size 12 cities.
 
As Domestic Consul, i think we should build more up North, before we pack cities in our core.
 
...and they said ICS would be dead in C3C. :p
(or atleast harder with the new corruption model...)
