Some palaces give other things too. The Grigori palace gives adventurer points. A few of the palaces give a significant negative modifier to war weariness across the empire. The Lanun palace is actually what gives them the global +1 food from sea tiles.

the palace should also give -1 food to farms so that their teammates dont get bad farms without the good water
