Palace Jumping

What is the main factor in determining where your new palace is built when you try to switch capitals? Is it mainly population/city size, or are there other variables involved?
 
One reason why I switch my palace position is to curb corruption within my empire. I often find that if I centralize my capital my income usually gets raised by a few numbers (better than nothing). Also, that dirty corruption often slows down your production CONSIDERABLY. This game focuses a bit too seriously on corruption. So much that you usually can't get anything done in a city without waiting 100 turns.
 
I understand why I need to do it, but what I want to do is to be able to place the palaace in the city of my choice, so I can maximize the value of the move.

My plan is to build the forbiden palace without a leader near my current city and then jump my palace to the new location of my choice. If the only factor in determing where the palace goes is city size then I will send workers there and build up the population until it is the largest city. Will this work? I don't want to try it only to find out it doesn't work, because I cannot reload.
 
I don't think city size is an important factor in building your palace or f-palace. You can place them anywhere. Where you build your palaces affects all the surrounding cities. Am I understanding you correctly?
 
I believe it jumps to the city with the most nationals in it. So you can't add a bunch of foreign workers to a city to get it to jump there.

What he is asking is that if you abandon your capitol city, your palace will jump to another city. What controls where it jumps to?

Not quite.. I've had it jump to a size one city with the forbidden palace rather than a size 6 city with a temple and library... it depends on other factors, I'm not sure which though.
 
Yeah that is what I am worried about. I don't want to abandon my city only to have the palace pop up in the wrong city because of other factors.
