Assuming that it works as described the choice distributed or consolidated production in the paramount chiefdoms population seems like it's going to relate oddly to Augustus special ability in relation to towns. I've got my capital and two towns up. Any insights on how this game mechanic will play out? Wish I'd save just before this popped.
