You can increase the defence of modern paras and paras and they would still suck.

Modern Paras, by the time they are coming they are hopelessly outclassed. They are as useful as the AEGIS cruiser, who has real fighting experience in this late and usually decided stage of the game???
 
Increasing defense of noaml paras in unbalancing.
If they had for example defense of 12, who would build Infantry or use helidop???

Similar to modern paras. If you increse defense too much you outclass TOW Infantry, simple as that.



But, I must say that with current rules TOWs are excellent helidrop forces. And that normal paras are useful if you are smart.

You can, for example, support your Tanks that are advancing to enemy (by paradroping at Tank positions), and that way give them more defense (9 instead of 8). Similary, you could helidrop infantry to Tanks too, but helicopter can be intercepted by enemy planes, while paras can't.

Unfortunately this tactic doesn't work for modern paras since:
-Modern Armor has good defense
-Modern Armor has good mobility so doesn't really need defensive support
-Modern Paratrooper has weak defense, but weaker then TOW for example

My Modern Paratrooper costs 160 shields.
Compares to Tanks (120), Mech Inf (160, Laser, attack=15), Modern Armor (180).

A bit expensive i would say.
Anyway i think that the major problem with paras is that they don't have a special ability.Move after airdrop/and a greater range of paradrop are the most important abilities they sould have.

True - except for the lighter equipment, as has been pointed out. However, drop 100 paratroopers far behind enemy lines amongst regiments of infantry and tanks, sooner or sooner, they will be in need of reinforcements...
I think this is represented well enough in the game. You cannot just drop paratroopers all over the place and expect them to do all the fighting - that would just be another Market Garden...
No matter how elite of the elite they are, they are just not equipped for fighting against tanks.
