Should mountain tiles passable and workable?
1. Yes to all (Like in Civ 1 - 3)
2. No
3. Passable but not workable. (What's the point actually?) well at least until enabling tech or civic is earned or until other conditions met (like reaching specific eras or special events like earning a Great General (Civ5 Carthage))
4. Civ ability only. and ONLY for those with significant mountaineering
5. Yes but your units incurs attrition damage (Civ5 Carthage)
6. EVERYONE should be able to found a city atop of MOUNTAINS and not just HILLS.
Actually i'm tinkering with roadbuildings on mountain tiles.
There are actually 'Gallery Roads' exists (Particularly in Ancient China, there already a chinese word for it (棧道 https://en.wikipedia.org/wiki/Gallery_road). I've read a Wiki entry on Chu-Han contentions (a big part of Liu Bang's history), https://en.wikipedia.org/wiki/Chu–Han_Contention#Initial_stages
These roads were incredibly built before tunnelling and roadbuilding techs permits safer roads for faster travels through mountainious areas. and are surely dangerous to go across. These roads however added surprise factor to use when invading enemy territory (because the enemy did not expect much) or can also 'trick' enemy to believe that the attacker marches through mountains using these dangrous routes while in reality using much easier passageways (Which Liu Bang did against Xiang Yu later on).
I'm not sure if these 'plank ways' exists elsewhere outside China? Did Romans consider using these as a part of Roman Road Network? And should 'Gallery roads' even exists in game as 'roads buildable on a mountain tile' at all??

In 206 BC, after the former Qin Empire was divided into the Eighteen Kingdoms, Liu Bang was made King of Han and relocated to the Bashu region (present-day Chongqing and Sichuan) along with 30,000 troops and thousands of civilians. Upon reaching his destination, Liu Bang ordered the destruction of the gallery roads leading into Bashu in order to trick Xiang Yu into believing that he had no intention of leaving Bashu, and as a precautionary move against any attack from outside Bashu.
