Apparently, patch has been delayed. No specific reasons have been posted in the relevant tweet. They just call it "Arctic Early Hanukkah" now.

Just start in offline mode, disconnect from internet, while playing, game will not update if this is done, Finish current game go online, reconnect problem solved.
With the changes to plundering/Norway this patch may effect saves IMO.
