Correct. This is new for the LP.

BUT, given that Civ VII undoubtedly is already well under way, anybody want to bet that similar 'Leader Cards/Portraits' will be available for all leaders from initial release in that game?

For whatever reason FXS seems to have unfortunately done away with the Leader Card concept in lieu of a larger graphic for Pack #3: Rulers of China. The OP has now been updated with these graphics, which includes an historical blurb and their agenda, in addition to the LUA & CUA.
