patch + modded saved game + meritocracy great person problem

I was playing a modded saved game...

The patch got installed automatically today...

I re-enabled my mods and my game seemed to work. My economy was a little messed up (worse than it already was) but the game was playable.

A few turns later, I finished Machu Pichu and some banks to fix my cashflow problem, and dinged a new policy. Desperate for some happiness, I took the Meritocracy policy. There's a new patch note related to this which says:

Meritocracy: +0.5 Happiness for each city connected to the capital, and a free Great Person of your choice appears near the capital.

OK that's cool. The in-game tooltip doesn't mention that, so it surprised me, but it was a pleasant surprise. Yay I'll get a free tech or wonder out of this! Except...

When I click the "choose great person" button, nothing happens. So my game is now stuck. I can't skip it to the next turn or anything.

Can anyone suggest a work-around to fix this problem so I can finish this game, other than to give up on the 20 hours or so that I spent on this game and start over?

Same description, same problem (new game post patch, with a few mods like clock, loaded from saved game). I needed the small boost to happiness to recover from a war and sweet(!) a bonus great person. However, the "choose Great Person" button does nothing but click. can't do anything else.

It would be nice if someone could attach a savegame from that situation and if someone else could test it!

Another saved game. (a later year same problem caused by choosing Meritocracy) This was from the same game as above, but re-run from an autosave. Might be useful for comparison.

Here's my saved game from the OP for another comparison.

Since then, I started and finished a dual map sized unmodded game and took meritocracy with no problem. Currently playing on a huge map unmodded game and also took meritocracy with no problem. I'm not surprised it works fine without mods. I haven't tried a modded game since the patch (enjoying the unmodded balance, especially the improved city growth!)
