Pax Britannica bugged? How to trigger?

Been playing a Victoria game for the first time, unlocked redcoats. Founded a city on a new continent for the first time (achievement pops up), but did not spawn a redcoat (or any melee unit for that matter), nor did I get increased trade capacity.

Is this bugged, or am I missing something?

Sounds bugged to me. Been too busy playing other civs since the patch and am sadly v busy... I will have a looks tonight but post it as a bug.

Just to be sure, it was a different Continent as seen in the Continent Lens, not just a different landmass? And is this the Mayflower achievent you're talking about?

If so and all mods (if any) are up to date then it's got to be bugged.

@Jasontliu I can confirm I just settled on a different continent and gainerd a trader and a unit so I am not sure what the issue is... perhaps a mod? perhaps not your first on that continent?
Save attached for a trial if you wish, setller just needs settling on the island

I must be mistaken then - thanks for checking. Enjoyed playing Victorian England she definitely seems much more powerful now than the vanilla version.
