PBEM games - remove the limit of max 8 civs

Don't know if this has been asked before, but can this be done i.e. remove the max limit of 8 civs for PBEM games?

This is PBEM, not MP. Time and connectivity are non-issues; we can slowly play each turn as we got the file.

Reason I asked is that sometimes a pal and I might want to play an allied game vs 20 other AI civs...

I think that the max limit should also be removed from Hot Seat games also.
