So, for historical and gameplay reasons I don't have a problem with using it.
But if we could agree not to use, I will sign. But then everybody should sign.
And if a country wants to resign they should announce that.
This should be a possibility without a penalty.

I guess Germany was penalized already because of not using tear gas so far.
