@ aksully : I don't really have one albeit I think I have a bit of experience in modding. So I will give it a try.
1/ put the unit folder into the Scenarios/ScenarioName/Art/Units and check the folder name and the name of the INI file inside match.
2/ copy(or cut) the pcx icons (large and small) of the unit into Scenarios/ScenarioName/Art/Civilopedia/Units
3/ Copy the unit32.pcx (from the unit folder) onto the units32.pcx in the Scenarios/ScenarioName/Art/Units folder
4/ Open Scenarios/ScenarioName/Text/PediaIcons and search for "#start units". There copy the first three lines (settler) and add them at the bottom of the list. Then change Settler, 00settlerlarge, 00settlersmall by the name of the unit and the names of the files you moved during the step number 2. Keep .pcx at the end.
5/ Same file, go to the bottom (it is called "# Unit animations") and copy the first two lines
(#ANIMNAME_PRTO_Settler
Settler)
and paste them at the end of the list. Replace the first settler by the name you have already chosen at step 4 and replace the bottom one by the name of the unit folder ! Close and save (back-up is a good idea !)
6/ Open the Scenarios/ScenarioName/Text/Civilopedia text file and search for the units part (search "#PRTO_Settler" and you should find it).
My advice, find the Scout paragraph, copy it, paste it after then modify the description texts and especially change the PRTO_Scout into PRTO_ whatever name you already chose in the other file. Keep that somewhere as you will need to use it once more. BTW be careful there are two PRTO_ lines to modify.
Save (back up !)
7/ Open the editor (or the scenario if it already exists), choose Rules / Edit / Units and press "Add". Then select whatever stats you want for the unit (and air, sea, land, etc... check everything). Brwose the icons (left) so that you find the icon you already copied in the Units32.pcx (better if you know where !). Then in civilopedia entry type the "PRTO_nameyouchose". Then you can give your unit a name (that can be different from the PRTO_nameyouchose).
To be buildable at least one civ must be checked in the "available to" box.
Hope that helps and that it is not to fast.
