In my experience, you can't recover from anarchy without first quieting the riots in your various cities. Our first priority should be to settle the riots before they happen, and thusly expediate our revolution.

Here is the upgrade:

Suggestion: I think PDX would be a good spot for haveing the forbidden palace, currently it would take only 9 turns to build it.

hehe I think it is more likely to have a forbidden palace in PDX instead of the real capital I dont think our president want to move it.
