Permanent war or peace

This may be a simple question, but I have searched high and low everywhere and not found an answer at all.

What in the world does Permanent War or Peace do? All it seems to do is lock me out of declaring war on anybody. Can anybody tell me what in the world it does?

Firstly, welcome to CFC.

Permanent War means that everyone is at war with you, always. You cannot sue for peace, or extract peace from the opponent. The AIs, however, are not at war with each other, and act towards each other like they normally would.

Permanent Peace means that there is no war (IIRC, although perhaps AIs can declare war on each other, I'm a little foggy on this, perhaps someone could provide some clarification).

What in the world does Permanent War or Peace do?

The "Permanent War or Peace" is an option for scenarios, to make the state of relationships set up in the worldbuilder last for the game.

So if I select it when I star a multiplayer game, I'm stuck always at peace? hmm. no wqay to change it in game huh?

If it's a vanilla Civ4 or Warlords save, you might be able to change it with the save convert tool: http://forums.civfanatics.com/showthread.php?t=167669

If it's a BtS save, you're probably stuck with it though. (saveconvert doesn't work with BtS).
