The list seems to be a mix, there's Aynook & Sbrtn, but then Tyre, Byblos and Utica.

I think the jersey system is a hint at a 3rd expansion? In Civ V they had the same amount of Civs that they do now but didn't bring in a jersey system.

Nah. The jersey system is there to help color blind players. Also, too many civilizations have similar colors. You don't need a third expansion for that to happen.
