Piety seems weak because rationalism is so good

A puppet city is a lot more likely to build a monument and temple than it is to build a university and public school. With 10% more gold from temples this just increases their value by that much more. A newly founded city can produce 4 culture per turn in about 10-15 turns after it's founded, then up to 11 once a temple (20 or so turns) is up (and +25% more with Sistine Chapel). .

Maybe it depnds on what type of victory we are playing for? I was playing for a cultural victory!
 
Peity is good If you play with less cities to get a culture victory or jsut get more policies it really helps and it gives you some good bonusses for happiness and gold

You are sort of right. I think it depends on how well developed the city is culturally. If there are a lot of tiles left to grab and the city has no wonders then it will put up a temple. If there are wonders present, or it can build a monestary, then typically no monument or temple for quite a while. There might be some random dice rolling to decide which building it will put up. If the empire is unhappy you can force happiness buildings most of the time, but I don't think it recognizes the cultural or scientific buildings as happiness buildings.

Universities and PS's will come online eventually in all cities, but not before the markets, banks and stock exchanges typically. And depending on the terrain this could take quite a while.
 
There is no need to guess at what a puppet city will build. It is nothing more than Gold Focus. If you're wondering how this affects the city, you can just take one of your normal cities and put it on Gold Focus.

The city typically will not grow well, will not build infrastructure well, and will not prioritize science or culture buildings over gold buildings, as is natural under Gold Focus.

This is actually one of the reasons why I do NOT trade post puppet cities. I farm everything around them aggressively so as to force them to grow. Once they're at the desired size, then you trade post everything over.
 
Piety : Is a must for cultural victories; very helpful for wide empires.

Rationalism: Is a must for space ship victory; very helpful for Research Agreements
 
I would rather have money than anything else, and piety with temples is the way to go along with strong trade routes. This leads to buying out maritime CS along with Scholasticism, you can leap forward in tech easy.

BUT Strong science allows you to have a technological miltary edge and crush your enemies no?
