I think Plagues and Pests could apear in civ 4, striking regions and killing some percentage of a city, including cities that haven't got jungles and things like that....
The Plague concept definitely needs to be expanded on for cIV.
Pests is an intriguing idea. If cIV has an understanding of 'regions' perhaps we'll see something like "Locusts strike Roman Valley. Our crops have lost production!"
Or maybe a surge of rats that spread the Plague above and beyond the current system.
They gave it a shot with Civ3, but I think it missed it's mark. Even when I create my own maps and edit the plague details, it never really impacts me that much.
Another good idea reminiscent of the 10 Plagues of Egypt, (even though they would have been on a flood plain). Also, you could have pests destory crops on a few tiles destroying the food produced there for maybe a turn or two.
