Planes won't intercept post-patch

I have come across a bug where my jets will not attempt to intercept enemy jets attacking the city, even when the enemy jets are directly attacking the city. This is happening multiple times for me in my current game, an Apollo match on a Dwarf map. It happened first when ARC attacked me, and now it is happening when Hutama is attacking. My save is at turn 253. I have 3, full health jets set to intercept in Ayaan, and on the next turn Hutama will continue bombing the city with his jets, though none of mine will respond. I have tried to wake each jet and set to intercept a second time, but they still ignore his attacks on the next turn.

I am playing on game version 1.0.1.607, after the December patch.

Jets cannot intercept jets that are directly attacking your city. It works this way in Civ V as well, so it's not a bug as far as I'm aware.

Or it is a bug that was also in Civ V.

jets only intercept planes attacking units... they do not intercept planes attacking your city... has been that way for years, all the way through Civ 5 vanilla.
