Planting spies

I am having extreme difficulty successfully planting a spy...

I planted a spy successfully in a civ I was a war with , costing me 1300. Then I failed 4 times at someone I was at peace with , each attempt costing 90. He then declared war on me, and I tried another 10 times, each time they were caught.

What determines the success rate of spies planting?
 
There is a good article in the war academy by Oystein called
A Study of Espionage missions.

It explains how you should wait to try and plant again because it flags the capture. Read the piece it's good. Spies have been effective for me stealing tech especially in Communism because they are vet spies.

Btw, there is no way to get your spies promoted. Vet spies in Communism is just another way of saying that espionage missions are more likely to succeed under Communism.
 
The main thing is if you fail planting a spy once in any given country you will never be sucessfull planting a spy in that country for at least a couple of turns, trying again is just throwing money away and asking for war.

BTW I never try to plant a spy unless I am at war or am ready to go to war with my target country. The AI catches the spy and declares war back too often to try it with a country I want to remain peacfull with.
