[GS] Play Europe Again not all civs appearing on map

Have subscribed to YnAMP mod through Steam.

Trying out Play Europe Again.

Have tried starting multiple games and get a consistent issue where I am not seeing all civs appear (if I run 6, in the past I will find 4 and can see the other 2 are registered as I can see placeholders for them in world league voting etc). After getting earth satellite, can confirm that they haven't spawned (no cities at all), but still appear in stats.

Also may be affecting city states too (but can't be as sure as depends on my being consistent on setting how many in advanced settings).

Have just installed civ on this computer recently so pretty vanilla, just DLC and just this mod. Anything I need to do in advanced settings?

Now that you asked that, I realise now that I hadn't seen the tick box around random placement for non TSL civs.
