Is 2500 the highest score you can get on civ 6, and if so why cap it at that level?

There is no cap (that I know of). I've had scores of well over 3000. The game just does not bother to compare such high score with arbitrary scores assigned to arbitrarily chosen real life leaders.

That's right.

Yup you can run it up as high as you want. I think my highest is near 9000. And that takes a LOOOOOOT of patience. And this is a legit score meaning I did this before victory, and it wasn't a score victory. I love running up score, I blame the Hall of Fame for this. But usually at a certain point I get sick of it and I know it's time to end it.
