Playing .m3u's with custom music folder option. BTS v 3.17

Hey, I know you can select a 'custom music folder' with the relative option under advanced settings in Civ4/BTS. Is it possible though, to get it to play an internet radio station instead of music that is actually on your hard drive?

i think the game can only play certain music formats, like mp3.

How do I convert a .WAV file to a .MP3 file, or some other type of file that the game will play?
