Playing no barbarians but they appear later

Hi,
I’m fairly new at Civ VI and have been trying to learn some of the different strategies so I shut off the barbarians on a single player game, but later in the game when I’m doing really well very advanced barbarians are popping up out of nowhere. Also to note that it isn’t related to revolting cities.

Is the a known issue? Is there a fix?

Those are rebels (most commonly city-state rebels). They are coded like barbs (and have the same color), but are not covered by the game set-up option regarding barbs.

It is weird. I have not seen rebels since R and F. I think rebels are rather uncommon now
Maybe you do not have R and F in which case rebels are a likely explaination
So you are positive that you selected no barbarians
Maybe a sceenshot or save can be uploaded?

They could also be rebel "Partisan" troops generated by an enemy spy if you have any neighborhoods.
