Please help. My Leader_…_NEUTRAL.dds doesn't work

Hi,

I carefully picked my picture, made the background transparent, cropped it to only 1024 pixels tall, like all the pictures of the existing leaders, and 425 pixels wide (widths vary. This is narrower than some), and saved it as a .dds using Paint .net (http://www.getpaint.net). The .dds file is also smaller than some of the others (in Kb).

When I replace the image with one that is a single transparent pixel my mod will build.

When I don't I get an error message:
