Population Growth Freeze

Sometime in the modern era a number of my cities got stuck where they would not longer grow in population. Once the food bar got full it would just stick there regardless of the amount of excess food and the population would never increase.

I do not think this is a strictly BtS bug because I recall it happening once before on Warlords.

The only similarity I can think of is that it started in a city that had a nuclear power plant meltdown. Once it had a meltdown that city forever was stuck at the meltdown population level and other non-related cities would also get stuck.

It's a real game ruiner.
 
Did the city have enough food to grow with (not just excess health resources)?
 
I am having this problem as well with one of my cities. It does not have a nuclear plant (therefore no meltdown). It has been stuck for a while and I have tried starving it to let it decrease in size but now it is stuck at an even lower population. It has plenty of food to grow. If someone tells me how to post a save file I will.

When you answer to this post just click on "go advanced" below the text box and then on "Manage Attachments" further below and you get the option to upload a file...
Or you can just upload the file by clicking on "Upload" in the bar just below the Civilization Fanatics header :) but then don't forget to copy the url of the file to your post.
 
I'll just ask the obvious as nobody has done so: are you maybe using the 'avoid growth' option. It is close to the draft, rushing and governor buttons in the city screen. It is a button that allows you to stop the growth in a city even if it has a surplus food production.

This is a possibility that came to my attention from another thread. I do not have a save file for either game in which it happened to me so I can't go back and check.

I did not realize that "avoid growth" actually capped the city at a certain population. I thought all it did was instruct the governor to arrange the population in such a way that there is no extra food to cause growth. (maybe someone can confirm this?) :confused: It seems odd to me that "avoid growth" would actually override one of the basic rules of the game, and if it does, it's not well documented on the tool tip or the civilopedia. I usually never actually enable the city governor but do give him instructions in the choices below in the what should be rare case, but is in fact all too often, that he has to make a management decision in my absence. I will sometimes click avoid growth in certain large cities so that the governor puts any new population to non-growth jobs when a new pop appears. Apparently doing this may have resulted in the population not growing at all even if it should have.
