What are these and how do they work. Atleast for me they don't work like Offshore Platform?

I was just about to ask about Port Of Entry. I guess the Civilopedia entry just needs to be fixed as I stopped ever builind them because they didn't behave like Offshore Platforms.

This is one of the reasons why new players really should look at the older game pages describing the mods, and hence why a simple instruction set for installing the mods is not sufficient to get new players up and running.
