Posible bug: saved games and "no affect saves" mods

Hi, I started a game with the following mods: Civup v25, flag pack v1, infoadict v18, colored religions v3 and R.E.D. v15. No problems, game went fine, saved game and went sleep :)

But when I load (from the single player or from the mods menu with all the mods selected) that saved game the mods marked with "don't affect saves" are missing, and infoadict and civup are the only ones listed on the mods tooltip of the save.

I have made a few tests starting games with different combinations of mods and the result is always the same, only the mods that affect saved games are present. :cry:

Is this a bug?, does anyone notice it?, is there any way to force load those missing mods?
 
I think it's the purpose of the "affect saved games" property - if a mod doesn't affect them, you don't need it to load a game that was started with it.

But I've seen that sometimes even mods that "affect saved games" aren't loaded when not using the Mods menu, which seems to be a bug.

For me it always works when I load the game through the Mods menu with the mods that I need selected. Even if they aren't displayed when you click on "Mods" while examining the save, they are loaded properly.
