There seems to be a lot of interest in breaking up the responsibilities of the Land Office Manager. This is fine with me - the job is very intense as it stands. The simplest division of responsibilities is for one person to do maintenance and another to handle the availabilities. The Land Office positions will now be as follows:
Office Manager: 1 position. Responsible for maintaining the Land Office thread. Updates links to point to new maps uploaded from the Surveyors. Maintains the Land Record and periodically uploads a new file of the Record. Maintains a list of tile ownership changes, adding to it as tiles are traded/purchased through private transactions or availabilities, removing entries as they are incorporated in map updates. Updates an availability list when instructed by the Availability Manager. Handles all financial aspects of the office including land income (per chat), payment of Land Office personnel (per availability), billing for availability purchases (per availability) and distributing land returns (per availability). Salary is 8% of sales from availabilities.
Availability Manager: 1 position. Monitors maps for new territories available. Prepares availability list and sends to Office Manager when an availability is to be started. Handles all aspects of the availability including recording purchase preference lists, determining tile distribution, and posting results. Salary is 5% of sales from availabilities.
Surveyors: 1 for each province. Responsible for updating the map of their province according to tile transaction record posted by the Office Manager and border expansion from the save games. A single person may be the surveyor of more than one province. Salary is a pool of 12% of sales from availabilities distributed to all surveyors as follows: if the province has no tiles in the availability the surveyor earns one share of the pool; if the province has tiles in the availability the surveyor earns five shares of the pool. (This will ensure that the provinces with more work being done in them earn more of the pool but also that provinces where people are just swapping/selling tiles will still earn some money.)
